Canada’s housing debate has arrived at a strange kind of consensus. Almost everyone agrees that something must be built, urgently and at scale. The language has become familiar to the point of numbness: build more homes faster, cut red tape, restore affordability, increase supply. The case for urgency is real. Canada Mortgage and Housing Corporation estimates that restoring affordability to 2019 levels would require roughly 430,000 to 480,000 new housing starts per year over the next decade, nearly double the 259,000 recorded in 2025, itself the fifth-highest annual total on record. A historically strong year, yet still hundreds of thousands of homes short.
Something is wrong that ambition alone will not fix. The question being asked loudest—how many homes need to be built?—is, in fact, the second question. The first and more important one is: what kind of system is actually capable of producing, approving, transporting, financing, assembling, and sustaining those homes at the speed the crisis demands? If a home has to move through a chain, that chain in Canada is slow, fragmented, expensive, and structurally hostile to speed. Imagine if during the height of World War II, Canada's supply chains, manufacturing sectors, and distribution networks were similarly logjammed at many points: it would have led to disaster and defeat. Today, we are facing something close to that: a national systems failure which does not yield to targets. This is what I learned from trying to build something.
I. From Prototype to Reality
My hometown is London, Ontario. A few years ago, when I was in high school, I began asking what it would actually take to produce a home that could move from idea to reality quickly, affordably, and repeatedly. That question became the foundation of my start-up, Generous Homes, aimed at treating housing as a deployable system rather than a finished object. It is a project I am working on in real time as I continue to both pursue my undergraduate studies at Western University and run for London's city council.
The moment work moves from blueprints into physical reality, theory loses its comfortable abstraction. A wall panel’s width determines whether a standard box truck can carry it. Its weight determines whether local workers can lift it without machinery most of them don’t have. The foundation type determines land flexibility, whether the structure can be placed on an infill lot, a rear yard, or a parcel nobody else wants. The placement of the washroom determines the length of every plumbing run, which determines cost, which shapes who can actually access the result. I came to understand that what looked like minor design decisions were in fact the load-bearing structure of the entire delivery model.
The broader concept I’ve been developing through the start-up is what I call the “MicroCity” framework: a repeatable local model where housing, assembly, logistics, land, and support systems are coordinated from the beginning rather than patched together after the fact. The “Bloom Smart Home” is the core unit; everything around it determines whether that core unit can exist at scale. A thirteen-acre site in London gives the project something most housing concepts lack, namely a real physical testing ground where the gap between concept and deployment is tested honestly, in weather, with materials that arrive late and components that don’t fit the way the drawing said they would.
That reckoning has been humbling. A prototype must be lived in, stressed, inspected, repaired, and improved before it is worth a builder's or a buyer’s attention. Some things I, or any builder, must consider: Does condensation accumulate in the wall cavity? Can the structure be heated affordably through a London winter? Can repairs be made without specialists who charge $200 an hour? Does the foundation hold across freeze-thaw cycles? Can the unit be assembled faster on the third attempt than the first? These questions have no theoretical answer. They require physical work in the world, and what the answers reveal changes the design, which changes the next iteration, which is how a concept eventually becomes something serious.
My plan is to use local testing to move toward replication, and that word, replication, is the one that actually matters. If the prototype proves that the structure can be assembled efficiently, transported within normal logistics constraints, and improved through repeated cycles, then the next stage becomes industrial: working with manufacturers, sourcing materials in volume, standardizing components, and building a process that does not depend on one person doing everything by hand. A single unit can demonstrate that something is possible, but only a repeatable process can change the conditions in which people live. The distance between those two things is where most housing innovation gets stuck, and closing it requires the same combination of disciplines that the housing system as a whole requires: design, logistics, finance, politics, and, above all, the patience to stay in a problem long enough to understand it.
What the work has taught me, beyond any specific insight about wall panels or wet zones, is that housing precarity is a coordination problem as much as a supply problem. After all, a person does not graduate from homelessness into stability simply because a structure is available for them to stay in. That stability requires a place to sleep, yes, but also food access, safety, hygiene, support, and a realistic pathway forward. With respect to rising homelessness in London or many Canadian cities, the issue is routinely treated as either a physical shelter problem or a social support and mental health one, when in practice it is all of those and a failure of coordination between systems that rarely consciously intersect. A modular unit placed on a serviced lot solves one part of the problem.
What happens the morning after the move-in—who the person calls, where they find food, how they access employment training or recovery support, what happens when the plumbing fails and they don’t know who to contact—those questions determine whether the intervention holds or collapses within weeks or even days. The MicroCity framework, which will eventually integrate small-scale food production or formal partnerships with local support organizations, is an attempt to build those answers into the model from the start rather than retrofitting them after the fact. Four walls, however well-built, are the beginning of a life, but not yet the substance of it. Housing for vulnerable people works when public support is connected to dignity, structure, and genuine movement forward. The alternative is a shelter that merely warehouses human beings without restoring them to pride or purpose.
II. Systems against Abundance
If modular and prefabricated housing work, and in principle they do, the obvious question is: why haven't they already transformed Canadian housing? The technology exists to reduce construction timelines, standardize production, and lower waste. Yet modular construction represents a paltry 7.5 percent of Canada's overall construction market, about $5.1 billion in annual value, according to RBC's recent analysis. RBC also estimates that supplying even 10 to 15 percent of Canada's annual housing need through modern construction methods would require dozens of new factories at current production capacities.
Housing technology does not scale by itself. Modular units can be efficiently put together in a factory and still be stopped dead by zoning rules, financing structures, municipal inspection pathways, or transportation constraints nobody planned for. The lesson keeps having to be relearned: innovation in the object accomplishes little without corresponding innovation in the systems surrounding it. Canada excels at producing promising objects, whether in the form of prototypes, pilot projects, policy announcements, and yet it moves slowly at building the conditions that would allow those objects to replicate across jurisdictions and income levels.
Take financing: CMHC's 2026 expansion of mortgage loan insurance to cover prefabricated and modular homes is a meaningful step because it addresses where many housing models actually die: at the bank, not the drafting table. Homes can be cheap to build and impossible to mortgage if lenders don’t know how to value a unit, or how to release funds during factory construction rather than at defined on-site milestones. The final price a resident pays is produced by the entire chain encompassing materials, labour, land, permitting, infrastructure, financing. But reforms that touch only one link produce marginal gains. Investors hesitate when approvals are uncertain; municipalities dither when building forms are unfamiliar; builders flinch when regulations vary by jurisdiction. The combined result is a system in which everyone waits for someone else to move first, and the houses don’t get built.
Zoning deserves more honest attention than it usually receives. A municipality can genuinely support affordability in its official plan while its zoning framework makes compact or modular housing practically impossible, through minimum lot sizes, parking requirements that consume land, approval processes calibrated for large established developers, and public consultation mechanisms that can be weaponized to delay any project indefinitely.
Peter Dormaar’s research on Calgary’s rezoning hearings, published elsewhere in this journal, demonstrated, in stark quantitative terms, what anyone who has attended these meetings already suspects: the people who show up to oppose density are overwhelmingly older and wealthier than the city they claim to represent. Their combined political strength and the implicit, institutional biases built into theoretically open and equal civic forums, as Dormaar demonstrated in his interaction with that city’s mayor, are serious and oftentimes overwhelming to most young and novice participants. And it is often considered rude or politically incorrect to even bring it up, lest you be accused of class warfare against some of our society’s most privileged demographics.
Watching a parade of older homeowners in Vancouver public hearings, for instance, who are, statistically, likely among the most asset-rich individuals in all of Canada, declaim emotively about living under a “totalitarian regime” (!) when reacting to proposals to build denser village-type developments in the famously housing-strapped city is eye-opening. Mid-rise buildings of four to six storeys and more mixed-use properties are treated as if they were draconian infringements on the very human rights of existing residents, rather than welcome solutions to the affordability crisis in a city that consistently ranks as one of the least affordable on the continent, if not the world.
Indeed, it is a remarkable thing for any young Canadian to observe such proceedings and to take note of the sheer level of hostility provoked by even the most modest reforms; it certainly speaks volumes about the state of intergenerational fairness in Canada. The lesson is perhaps that no amount of technological or industrial innovation, in the vein of what I am working to advance through Generous Homes, can succeed if its proponents do not take into account just how engrained the resistance can be to the fruits of greater productivity and accessibility across the housing market. This awareness of the centrality of politics–its inescapability–must therefore be part and parcel of any systems approach to ending the housing crisis, no less important than the blueprints and material details that will get a house made and ready to live in.
When regulatory friction and political opposition slow a housing project by months and carrying costs on development land run to hundreds of dollars a day, that friction translates directly into higher rents paid by people who can least afford them. Rapid-approval zones for modular housing, pre-approved site typologies, and clearer pathways for compact and transitional models would replace unpredictable uncertainty with what builders, investors, and municipalities all say they want: a process they can plan around.
The building code environment matters for the same underlying reason. Safety and durability standards are non-negotiable. But a manufacturer who must navigate meaningfully different interpretations of the same standard in every municipality loses the core advantage of factory production: design once, replicate everywhere. Consider what that means in practice: a panelized wall system that passed quality control at the factory in Brantford may require a separate inspection regime in Sudbury, another in Victoria, and a third in Halifax. The standardization advantage evaporates. Pre-approved designs, clearer modular certification pathways, and inspection processes that recognize factory quality control without discarding site-specific verification would allow what the sector needs most: the confidence to invest in tooling, volume, and workforce before the orders are confirmed.
Land is unavoidable. Public parcels, underused institutional properties, faith community land, industrial-edge sites: all of this represents potential that the system consistently fails to convert into homes. A parcel with no servicing, no transit access, and no political will is stranded potential. Build Canada Homes, the federal agency established to combine financing tools, public land, and development expertise with a mandate for modern construction methods, represents a recognition that private actors cannot carry this alone within the existing fragmented environment; whether it delivers on that recognition is genuinely open.
The barriers compound each other, which is precisely the point. Zoning reform without financing reform stalls at the bank; financing without land access leaves manufacturers producing units with nowhere to go; factory capacity without municipal readiness fills warehouses rather than neighbourhoods; public land without infrastructure sits undeveloped for years. The chain fails at its weakest link, reliably, every time, and announcing more ambitious targets for the chain as a whole does not repair any individual link.
III. Practice What You Preach
The current stage of the project is not simply to display the Bloom Smart Home, but to live in it for a full year. I made that decision because a home cannot be fully evaluated through drawings, short demonstrations, or controlled tests. It has to be experienced through daily life: waking up in it, cooking, working, resting, maintaining it, and relying on it. By becoming the resident, I am also becoming the most demanding tester. I will encounter the same limitations and unexpected problems that any future homeowner might face.
This year-long period will allow me to examine how the home performs across changing seasons. I want to understand how easily it can be heated and cooled, whether condensation or moisture appears, how comfortable the layout feels after months rather than hours, and whether the kitchen, bathroom, lighting, storage, and smart systems remain usable. Living inside the home makes those details impossible to overlook. The process is based on trial and error, but not on random changes. Even small inefficiencies matter because they become significant when repeated every day.
This process has already begun. After using the interior, I added a folding wall-mounted table because furniture in a micro home must serve its purpose without permanently occupying limited floor space. The table can be opened for eating, working, or preparing items, then folded against the wall to restore movement and usable space. It is a simple addition, but it reflects the larger philosophy of the home: every component should justify the space, weight, and maintenance it requires.
I am also working on a manually pressurized water-delivery system. The goal is to explore whether water can be supplied through a system that is simpler, more durable, and less dependent on complex electrical components. Reducing vulnerable parts will lower maintenance costs and make the system easier to inspect, repair, or replace. Affordability should not refer only to the purchase price; it should also include the cost of operating and maintaining the home over many years.
That same thinking shapes the rest of the project. The Bloom Smart Home folds to approximately one foot in height, allowing eight to sixteen units to be transported on a single truck. Its compact dimensions are therefore central to improving transportation efficiency and reducing delivery costs. Material choices affect cost, weight, durability, moisture resistance, and repairability. The placement of each system affects assembly and servicing. Once an idea becomes physical, hidden problems become visible. I do not see those moments as failures, but as necessary stages of development.
Living in the Bloom Smart Home also creates accountability. I am not asking others to trust a concept that I would not personally depend on. I am placing myself inside the same environment I intend to offer to others. At the end of the year, the most valuable result will not be that the home remained unchanged; rather, it will be everything that improved because I lived there. The final product will carry the evidence of daily observation, correction, and refinement. For me, responsible innovation means staying close enough to the product to discover its weaknesses and disciplined enough to improve them.
IV. Our Generational Fight
There is a framing for what my generation faces that I want to use carefully, because it is easy to abuse. The generations that preceded the Baby Boomers were asked to fight wars (against real totalitarian regimes), and then to build: to raise, from the wreckage of those wars, the physical and institutional infrastructure of a stable society that any citizen would be proud to call home. Theirs was a story of sacrifice and selflessness. And the comparison I want to make is not to the violence or the physical heroism, which should not be diminished. It is to the scale of obligation: the supreme understanding that some generations are called to do something larger than just taking care of themselves. What better lesson for the young Canadians of my cohort to take to heart?
My generation’s fight is not on a foreign shore. It is fought here through rent payments and grocery bills, precarious work and delayed families, homelessness and civic distrust, and the quiet, corrosive fear that effort and stability have been decoupled. The battlefield is the consultation meeting, the zoning map, the permit office, the monthly lease renewal; it is in convincing one's friends to care enough to act when despair feels heavier than hope; it is in winning the sympathies of the city councillor or MP who agrees rhetorically with housing abundance but whose political self-interest is in serving the status quo. The adversary is scarcity, greed, and indifference; it is a set of outdated institutions that have grown too slow, too fragmented, and too captured by incumbent interests to protect what should be a basic possibility in a land that is as wealthy and blessed as ours.
Anger at this situation is justified, but it is also insufficient. What this moment demands is something harder to sustain than outrage: practical urgency. The discipline to design, test, build, revise, and repeat. The willingness to enter processes that feel rigged—and persist long enough to change them, to bring to the struggle for more housing the same dogged force of will that previous waves of reformers and builders exemplified in their fight for a fairer country. Young Canadians cannot just stand by and watch a crisis that is determining whether they can form families, build savings, take risks, or simply believe that work still leads somewhere.
This means becoming engineers, builders, planners, tradespeople, founders, organizers, and candidates. It means showing up to the public hearings that feel preordained and taking a chance, doing the amateur research and statistical analysis that makes the case for generational justice unmistakably clear, and remaining defiantly at the podium when someone in a position of power tries to shut the argument down. It means founding companies that treat housing as a chain of linked problems rather than a single product, accepting that the prototype will be imperfect and the iteration slow. It means treating zoning maps as documents worth scrutinizing and, if necessary, contesting every step of the way, because everything that follows—who can live where, at what cost, with what degree of security—flows from them.
Canada has the land, the materials, the talent, and the people. What has been missing is the organized will to treat housing as a national systems challenge rather than a succession of isolated market failures. Earlier generations built railways across distances that seemed daunting, created institutions from nothing, absorbed transformations that must have felt, from inside them, too large to manage. The infrastructure this generation must build may be less visible: a rezoning bylaw here, a modular certification pathway there, a factory producing standardized panels in a mid-sized Ontario city, a prototype in London being refined for the third time because the second version leaked, but it is infrastructure, nonetheless: the stuff of nation building. It is the machinery that determines whether the next generation can afford to live here at all.
The housing crisis calls for a roof over every Canadian’s head. But a house and a system are not the same thing, and building enough of the former absolutely requires the latter. Building that missing system and ensuring that it works at every level—from the architectural to the industrial to the financial to the social and the political—amounts to the full solution to the problem at hand, and we can all work together to bring it to fruition now. Young Canadians can either wait for the future or go out and build it themselves. I know that’s what I’m doing.
